Neales Waste Management Ltd recognises that the recycling and recovery of valuable raw materials is becoming increasingly important. In 1996 the UK government imposed a tax on all waste that goes to landfill unless the waste is specifically exempt. This ‘standard landfill tax’ is currently at £48 per tonne of waste and will increase by £8 per year until at least 2014. Furthermore landfill regulations state that as of 30th October 2007 all waste is to be pre-treated before being disposed of in landfill. The Environment Agency has defined treatment using a three point test in which “all three criteria must be satisfied for all of the waste to have been treated:
 
1. It must be a physical, thermal, chemical or biological process including sorting.
2. It must change the characteristics of the waste.
3. It must do so in order to:
 
(a) reduce its volume; or
(b) reduce its hazardous nature; or
(c) facilitate its handling; or
(d) enhance recovery.”
 
Pre-treatment is the responsibility of the waste producer however, treatment may be undertaken by a waste management provider on the producers behalf.
